Liberalization in the Process of Economic Development PrefaceThis book is dedicated to the memory of Kim Jae-Ik, a gifted economist and outstanding Korean policymaker who died at the age of forty-five in the Rangoon bombing incident of October 1983. In this tragic incident, seventeen of Korea's most able and talented policymakers lost their lives. Kim Jae-Ik had a character and personality that left indelible impressions on all those who knew him. Some of us who had the privilege of knowing him decided to dedicate to his memory a book dealing with the subject to which he had devoted his most productive years, namely, economic development through liberalization. All the authors in this volume knew Kim Jae-Ik personally and responded enthusiastically when asked to contribute. The truly outstanding quality of their work is a testimony to the deep admiration and affection they had for Kim Jae-Ik. The editors would like to thank the individual scholars for their excellent contributions. They would also like to thank the Brookings Institution for allowing one of the editors to spend time there while working on this volume.
